Can I take some free memory from E drive and put it on C drive?

I understand this may be a lengthy response but I need help. My hard drive has 2 partitions, C and E. It has a total of 250 GB with only 30 on C and 220 on E. I don't know why the person did it this way but I want C to have 60 GB. Is there a way to take memory from E and put on C without losing any data from either partition? I hope I was clear enough and thanks for your help.
